David Warren has served as a director of public libraries for 33 years, first in a multi-county regional library system followed by the directorship of two urban library systems. Long-range planning efforts were initiated in all three, resulting in staff development, enhanced operating budgets, service and collection development, and the preparation of building program statements, fund raising campaigns, and oversight of 20 public library construction projects. He earned his MLS at the University of Illinois, his BS is from the University of Tennessee.

David currently serves as Executive Director of the Richland County Public Library system where 10 library buildings have been built since 1986, including a main library of 242,000 sq. ft. It has become a model for a public library of its size, having won several architectural awards and been the feature of several major magazine articles. It was named Library of the Year by Library Journal for 2001. In addition, the library system has realized an annual operating budget in excess of $45 per capita, one of the highest in the Southeast and in the country for an urban library system.

David’s work with PROVIDENCE has included projects in the Colorado, the District of Columbia, Florida, Georgia, and New Jersey.
